That random website is Simon & Schuster, Viz's corporate parents.  So there's a high likelihood it's true.

There is no reasonable excuse for it taking a year for one volume to come out.

There is no reasonable excuse for it taking a year for one volume to come out.
Carl Horn doesn't work for Viz anymore, though, so I can definitely see that prolonging things a bit.

I want it in November now, screw April.

Even though April 10th is actually my birthday and I thought it was funny it kept coming out on my birthday, I want it sooner.

I think, that part of Carl's move to Dark Horse from Viz may have been a contractual "I get to keep doing Excel Saga", but I could be wrong.  :)

Carl's main project there has been Oh My Goddess, which has just finished its reprints.  He still has CLAMP and Evangelion, of course... Christ, he's busy.

hmm... The date of that article goes back to '04. It wasn't a recent change. Not nearly as recent as I once thought.
