The only time I remember Umi's father being mentioned before is in the volume 12 profiles, where it notes that he's the one who suggested Umi work for Shiouji.

I suspect such an interesting monitor is simply Rikdou parodying things accordingly.

From what I can infer from these scans, (and the translation!) it would seem that the secret HQ of ACROSS has finally been infiltrated by Kabapu. Things are gonna be very tense.
